Ministry of MSME wants to club PMRY, REGP

The ministry of micro, small and medium enterprises (MSME) has submitted a proposal to the Planning Commission for merger of the Prime Minister's Rozgar Yojana (PMRY) and the Rural Employment Generation Programme (REGP) into a single scheme. The amalgamation has been sought for smooth implementation of the schemes at the grassroots level.

It is not known to us that whether the new scheme would be more useful to us or not, but the undue delay in launch of new scheme is certainly hitting micro, small entrepreneurs to greater extent. I am waiting for the new scheme from April but we are been said next month & I don't think that this next month will ever come. I think the Government should stop the new scheme & start the previous one (KVIC).

Kindly provide prescribed application form in detail and proforma project profile so that all beneficiaries can apply as earliest.

The comments of Deepak Kr Sinha are most important. They bring out the sordid saga that goes on in the name of these schemes benefitting the well heeled and corrupt at heart. The true unemployed and entrepreneurs only get harassed and frustrated perhaps making quarter of what they should and could. Effectively Manmohan Singh seems to have no will, ability or knowledge of the faults in these schemes. He has become just another politician.
If you get the loan based on non-polluting certificate and the certificate after the tenure then how can you get the loan? I think bribing is the answer. If BDO/CO have to give you some certificate then you know what to expect. Better look for your own job.

Good idea to merge PMRY and REGP to form PMEGP. But delay in launch of the new scheme is severely damaging the poor, needy entrepreneurs who are deprived from both the side i.e. the old scheme is discontinued and new scheme is not launched. It is not known whether the new scheme would be more useful, but the undue delay in launch of new scheme is certainly hitting micro, small entrepreneurs to greater extent. I, once again, request the government to launch the new scheme immediately.

This is Extreme disappointment for the young enterprenuers from the government, the scheme not yet get passed by Cabinet nod. already 6 months past in preparation of modalities, and bank will take some 60 days then the funds allotted will lying idle in papers otherwise entertain malpractices. No word from the ministry about the scheme. better govt cancel all this and recommend KVIC to implement old schemd of REGP instead of new one. This is Indian style of Govt. function allotting funds and showing peoples the positives of new scheme and not to implement in a time schedule.

It is beyond comprehension as to why there is unnecessary delay in implementing the merged scheme i.e. PMEGP. It should be implemented immediately without any further delay.

1. How long will it take for the n REGP to be launched?2. What is vital role of KVIC and DIC? 3. In PMRY no collectoral security was required till the ceiliing limit Rs. 5.00 lac but in KVIC, REGP Rs 2.00 lac is required security. please clarify. 4. KVIC juriduction is village areas but PMRY works in municipal areaes also.

This is a great idea. But not implemented till 26/6/2008. How can it be fruitfull without implementation. and bankers are not helping. They behave like private financer (SOODKHOR /LALA). They only finance rich people and unemployed son of rich and there are number of brokers in between banks and district industrial centres. And then there is no meaning of this programme and its success and i dotn think it will fullfill those motto which is planned by indian govt.Praveen Singh

Proposal of clubbing PMRY and REGP so as to have a new scheme named PMEGP is very praiseworthy. However, the only problem is that effective 01.04.2008 till date, there is no progress on the announcement of new scheme and this delay is hampering establishment of new units and this delay will ultimate increase the capital cost of the projects. It is desirable that the new scheme be announced immediately so that the young would-be entrepreneurs can go ahead with their projects.

I am a skillful unemployed youth from raipur city of chhattisgarh state and waiting for the implement of PMEGP for setting up of FLYASH BRICKS AND BLOCKS INDUSTRY in SILTARA VILLAGE of Raipur district.Delay in launch of the scheme will increase the establishment cost.I welcome the merging of two schemes PMRY/REGP.

I am a banker and associated with KVIC financing since 2001. Proposed PMEGP is good idea of the Govt. I would like to suggest the Govt. to implement the scheme with new initiatives:
1. For all centres including metro, urban, semi-urban.
2. Simple Application for Claim, avoid technical bottleneck, say fix number of employment on the basis of Bank Finance rather Investment in Fixed Cost.
3. Clearly mention in the scheme that registration of the unit under SSI is not mandatory.
4. Allow relaxation in Pollution Certificate, where needed. It is true that Bank Finance is given on the basis of evidence for applying Pollution Certificate only. I have experienced that these certificate are actually released by the department on the expiry of the tenure, say after a year.
4. Earlier in KVIC, the applicant had to obtain certificate from BDO/CO that the proposed industry is being set up in a 'VILLAGE AREA'. It was not easy to obtain for various reasons.
5. The Govt. should issue instuction for mandatory one finance under PMEGP for each bank branch.
6. Coverage of CGTMSE should be must for PMEGP.
7. Bank should be allowed to generate application and finance without any sponsoring agency. However, proposals received from DIC may be entertained with own assessment of loan by the bank.
8. The applicant should be allowed to apply directly to bank with a one page advice to Bank's Nodal Branch, DIC and KVIC to follow up the trecking record.

We are waiting for the new scheme from two months. Unemployed youths are very much need the scheme like PMRY/REGP. So please announce the scheme. Special focus is essential for uplifting the rural unemployed youths. No guarantee/collataral security to get the loan. Bankers should be instructed properly to sanction and release the loan amount within time to encourage the youths.

Merging of two scheme is a good idea for the unemployed youths. Banks are not ready to finance with out any guarantee.So please make the bankers accept the scheme as it is.

how long it will take to launch the new scheme - PMEGP.

Welcome the decision.Being an employment officer I feel that there should be strict monitoring of self employment schemes.More over the real unemployed should benifit this.Only viable project should approve.Target should be lifted.The unemployment will certainly reduce by the proper implementation.
Age limit should up to 50 years.

KVIC REGP motivating peoples to start industries in rural villages and provide rural employement. whereas PMRy will cater unemployed youths. ensure that the two schemes benifits to be amalgameted.
recent trends shows the success percentage is more in REGP than PMRY and recovery level is also more in REGP.

i would like to present some comments to improves the scheme

a) there is no specific area for promoting the project
b) project limit to be increse to 40 lacs from 25 lacs
c) formalities like thro DIC and KVIC are to be relaxed like promote the same to bankers.
d) interst for loans to be relaxed.
e) certification for the industries to be speeded
f) income and sales tax holidays for the industries
g) compulsary CGSFT coveragae for the industries so far restricted in banks
h) continues support and guidence for the industries
i) Enchance the manpower restrications because labuour shortage in many parts of country.

these are some ideas will defentely improve the performance of the industry.

I welcome the decision of govt to modify the PMRY scheme. The name of the scheme should not bear any political or any kinds of leaders name so as to avoid confusion in the mind of people that the scheme is politically motivated. There should be no income criteria and the age limit should be 18 to 45 years irrespective of caste or gender consideration.
